Tested with ic-2-2.7.37-ex111.
Something weird within ItemToolMiningLaser.class.

It is 11 XX YY 4F for EU values of all modes, where 0xXXYY is an EU cost for this mode, but it is just 03 4F for horizontal.

Are you sure it's not just drawing energy from a batpack or charging item? It seems to draw power in single player at the very least.

Yes, I tested it without any items and clothes at all.
All modes properly consuming EU according to numbers associated with them (checked with hex-editor).

Mining 1000
Low-Focus 100
Long Range 5000
Super Heat 2500
Scatter 10000
Explosive 5000
3x3 7500

"Horizontal" is the only mode that is free to use.

Ah, I see what's going wrong. Does it consume power if you right-click a block when firing by any chance? Does it even fire if it's in horizontal or 3x3 mode and a block isn't clicked on?

You can't use horizontal mode just by firing, you have to target a block in front of you with right-click and it will not consume any power. 3x3 does consume power, but I am not sure about clicking a block with it.

That's what would be expected, both horizontal and 3x3 only fire when a block is right clicked, but it should consume power before it fires anything (and if it doesn't have the necessary power it shouldn't do anything).

Does this happen in both single and multiplayer?
