Summary0002548: Missing localization interface for new items' tooltips and key control UI

Game language: Simplified Chinese (简体中文，zh_cn)
Some items' tooltips and key control UI are forced to display English, it's very inconvenient for non-English players to understand them.
Steps To Reproduce1. Open the game.
2. Enter a world and open my inventory.
3. Enter "@ic2" in JEI, then I found these items on below screenshots.
4. Enter key control UI, then turn to IC2.
5. Find and open "en_us.properties" in jar file, however I found these strings are all not found.
