Summary0000271: IC2.cfg miner settings, block ID value does not prevent blocks from being mined.
DescriptionWhen setting a block id vales in the IC2.cfg file, "id-metadata:value where value should be at least 1 to be considered by the miner", yet setting a value of 0 such as ", 56:0" still results in the block being mined.

Also (in theory), not having a value specified in the config for a block should prevent that block from being mined, but they are nonetheless.
Steps To Reproducewhenever a miner encounters a block whose value is id:0 in the IC2.cfg file, or which is not listed in the IC2.cfg file.

The miner will dig through blocks not on its list in order to get to blocks which are on its list.
As well, the value being at least 1 probably means that the miner will only search for that explicit metadata if its value is above 1, otherwise it will search for all blocks with that id regardless of metadata.
At least, that's how I understand it.
