If you disable mode, everything works. if include any of the two did not work.

Define "mode".
Check your cfg, did you enable Railcraft reactor compatibility or something like that?

The settings is called:

# Enable steam-outputting reactors if Railcraft is installed
B:enableSteamReactor=false

This is in IC2.cfg. This is not a bug. Setting this to false will cause the IC2 nuclear reactor to accept wire connection. Setting it to true cause the reactor to output "steam" instead.
