Not a bug. HV cables are crafted by using the forge hammer with iron ingot to make plate, then use cutters on the plate to make wire. Or put iron in the Metal Former on extrude mode. Pretty soon they should have metal former recipes showing up in NEI, so this will be less confusing. Also, you can no longer craft partially-insulated cable. You have to put 2 rubber next to gold cable, or three rubber next to iron cable to get insulated cable. |

You are partially correct. Metal former in wire cutter mode does work but Wire cutter on a iron plate doesn't work. Also recipe for HV cable with wire cutters doesn't exist. (other cables have such recipe in NEI) |

Sorry, my bad. Not having a wire cutter recipe for HV cable might be intentional (iron is kind of hard to cut through, after all). |

HV cable can only extrude .. to robust for manual cutter work ;-) |
