I can confirm this issue. Since I started wearing rubber boots, the only source of damage that has damaged me has been fall damage. Hunger was not tested, but drowning, poison, and many other forms of unpleasantness are completed prevented. The boots do not take damage, either, but other armor you're wearing does. |
